Job Purpose:
To execute daily financial processing, reconciliations, and operational accounting tasks for the project, ensuring accurate capture of financial transactions. The finance and admin officer supports the day-to-day administrative functions of the project, including Human Resources (payroll preparation), financial administration (petty cash and banking), and integrity of financial data used for reporting and business decision-making.

Key Responsibilities
Financial Processing & Administration

  • Process invoices, payment vouchers, staff reimbursement claims, petty cash and corporate expense accounting.
  • Maintain and reconcile the Company Petty Cash fund.

Maintain records for changes in payroll arising from changes in temporary workers and updating payroll excel sheet

  • Liaise with local suppliers and manage relationships with relationship managers at local banks to ensure smooth transactions.

Reporting & Coordination:

  • Prepare and submit monthly expenditure reports to the Head Office that include petty cash reports, bank reconciliation statements, and supplier outstanding lists
  • Prepare and submit monthly payroll excel sheet that includes changes that have arisen in that month
  • Coordinate directly with the Project Manager to identify upcoming financial requirements.
  • Alert the Head Office in a timely manner regarding funding needs to ensure uninterrupted site operations.

Reconciliations & Control Assurance

  • Perform reconciliations for bank accounts, receivable and payable r accounts, staff advances
  • Investigate reconciliation variances and escalate anomalies in a timely manner.

Compliance & Audit

  • Prepare supporting schedules and documents for tax filings, statutory submissions, and internal/external audits.
  • Maintain orderly, secure financial documentation in line with audit and compliance standards.

Human Resources & Payroll:

  • Maintain accurate records of labour attendance and overtime hours.
  • Prepare the monthly payroll, to enable the consultant to ensure precise calculations for PAYE (Pay As You Earn) and INSS (Social Security) in compliance with Burundi labour laws.
  • Grievances recording and escalation to the human resource manager to ease management of employee requirements.
Decision Making/ Job Influence
  • Executes routine accounting decisions within set accounting and control frameworks.
Working Conditions
  • Office-based but closely integrated with operations, technology and agent management teams.
  • High-volume, fast-paced transaction environment requiring precision and attention to detail.
  • Extended working hours during reconciliations, audits, and reporting periods.

 

Job Competencies (Knowledge, Experience and Attributes / Skills).
Academic Qualifications
  • Bachelor’s degree in Accounting, Finance, Business Administration, Commerce or related field.
Professional Qualifications / Membership to professional bodies
  • Professional accounting or financial management certification – CPA/ACCA is an added advantage.
Previous relevant work experience required
  • At least 1-year transactional accounting experience. Prior professional experience in administration or operations is required.
  • Excellent written and verbal communication skills in English are required. Proficiency in Kirundi and/or French is essential for dealing with local authorities and workforce.
  • Experience in a construction or project environment is preferred.
